MASERU- The Principal Secretary (PS) of the Ministry of Health Lefu Manyokole says his Ministry is to blame for the death of a pregnant woman who died on her way to Queen ‘Mamohato Memorial Hospital, at Mesitsaneng in Mohale’s Hoek district recently. In an interview with the paper, Manyokole said the pregnant woman was transferred from Quthing government Hospital to Queen ‘Mamohato Memorial Hospital where their ambulance unfortunately overturned. Metolong Dam and Water Supply Programme

VACANCIES

The Government of Lesotho, with the assistance of several donors, is currently implementing the Metolong Dam and Water Supply Programme. The Programme is managed and supervised by an independent Metolong Authority (MA), headed by a Chief Executive Officer, with a Board of Directors that has overall responsibility for successful delivery of the programme. The CEO and his management team are responsible for the MA’s successful programme management, resources, planning, administration, accounting, contracting and the management of an external programme management and supervision firm.

The Metolong Authority has vacancies tenable in the Environmental and Social Impact Section as detailed below:

1.       DATABASE OPERATOR

 

Job Purpose, Duties and Responsibilities

Job Description

1.       Purpose of the Job

To provide local expertise with the Metolong Compensation Information Management System (CIMS) in the implementation of the Compensation and Resettlement Management Policy for the Metolong Dam and Water Supply Programme.

2.       Key Performance Areas (KPA)

 

2.1 To assist in the development, testing and implementation of the CIMS;

2.2 To maintain the CIMS database after its development;

2.3 To provide support and training to end users of the CIMS;

2.4 To perform ad hoc analysis and report generation as required by the Project;

2.5 To document and escalate any issues that arise with the system and resolve them;

2.5  To work with the rePlan/ SRK GIS and database specialists as required;

2.6  To assist in the implementation of the compensation and resettlement action plan both at planning and operational level;

2.7  To provide supervision in the areas of community development and participation;

2.8 To prepare and ensure implementation of livelihood restoration and enhancement strategy and socio-economic monitoring programme.

 

Qualifications and Experience

Skills relevant to the job include the education and/or experience, specialized training and competencies required by the incumbent to be able to do the job competently.

Type of requirement

Essential Requirements of the Post (minimum)

Preferred Requirements of the Post (ideal)

Technical or Core Knowledge/Skill Required:

Leadership and strategic planning.

Experience in administrative support services.

Qualifications:

A degree in systems analysis, business or programming is essential

 

Post-graduate degree in Information technology or equivalent will be an added advantage.

Reason for Essential/Preferred Qualification

Effective computer software and hardware support for Metolong Authority to meet its mandate.

Expertise in Management and Support of;

·         RDBMS technology, specifically SQL server 2005 and/ SQL 2008

·         TSQL programming

·         Managing and maintaining small to medium sized databases

·         Managing and maintaining small scale server hardware

·         Windows operating environment

Experience Progression Required

Five (5) years working experience in a similar environment.

 

Seven (7) years working experience as a programmer is desirable.

 

 

Competencies Required

·         Good communication skills

·         Good analytical skills

·         Ability to work in a multicultural environment

·         Good interpersonal skills

 

2.       GEOGRAPHIC INFORMATION SYSTEM ( GIS)  OPERATOR

2.1 To assist in the development, testing and implementation of the GIS;

2.2 To maintain the GIS database after its development;

2.3 To provide support and training to end users of the CIMS;

2.4 To perform ad hoc analysis and report generation as required by the Project;

2.5 To document and escalate any issues that arise with the system and resolve them;

2.5  To work with the rePlan/ SRK GIS and database specialists as required;

Reason for Essential/Preferred Qualification

Effective computer software and hardware support for Metolong GIS.

Expertise in Management and Support of

·         ESRI technology stark, in particular ArcGIS

·         Building and maintaining small to medium sized GIS databases

·         Working with digital orthophotography

·         Integrating CAD data within GIS

·         Windows operating environment

Experience Progression Required

Five (5) years working experience in a similar environment.

 

Seven (7) years working experience as a programmer is desirable.

 

Competencies Required

·         Good communication skills

·         Good analytical skills

·         Ability to work in a multicultural environment

·         Good interpersonal skills
